Public Service Sick Leave Scheme. Up until recently only CSRS system employees received credit towards retirement for unused sick leave. For example, if a full-time employee with an 80-hour biweekly tour of duty uses hours of annual leave during a pay perio he or she will accrue annual and sick leave for that pay period since he or she is in pay status.
Temporary layoff and Plan A time is included in computing service hours for sick leave credits, under rule 2- 4. Sick leave is credited after the biweekly work period when it is earned. All permanent, probational, provisional, and job appointed employees earn annual and sick leave.
Restricted and ‘Transient’ appointees are ineligible to earn leave. The amount of annual and sick leave earned is based on an employee’s number of years of full-time state service. Vacation and sick leave will continue to accrue while an employee is using sick leave. In addition to the regular sick leave referred to above, Extended Sick Leave (ESL) will be granted to all eligible civil service employees at the rate of work days per fiscal year. A copy of that table can be downloaded here (1-page PDF). To be eligible for this benefit, you must retire directly from public employment or within a year after separating from service. The additional credit is determined by dividing the total unuse unpaid sick leave days by 260. For most members, the maximum number of sick leave days allowable is 165.
Rule 4Leaves of Absence Applicability: Rule 4shall apply to all Service -Critical classes of the Municipal Transportation Agency (MTA), except that the provisions of Rule 4may be superseded in whole or in part by the collective bargaining agreement.
